I retired from the US Department of Labor/Wage and Hour Division, after a distinguish career in the middle of my 40th year.  I worked most of my career as an investigator and the last 5 and half years as an Assistant District Director in the Long Island Office.

I have extensive knowledge about the labor laws Wage and Hour enforces, such as the Fair Labor Standards Act (FLSA), Prevailing Wage Laws, Family Medical Leave, H-Laws, Trafficking Victims Protection Act and others, including NY State Labor Laws.

As an investigator, I developed numerous litigation cases and acted as the government’s expert witness, all successfully.  Some cases were precedent setting such as Superior Care, which is now the standard in determining the criteria for an independent contractor.  Also, the Long Island (Muttontown) Slave case where I established the principle of restitution of liquidated damages in a trafficking case, as well as, important tolling of the statute of limitation and hours of work issues.  This case held up in appeals which was argued by well-known attorney Alan Dershowitz.  Bombay Kitchen was also unprecedented in the coupling of the Wage Hour Consent Judgment to a criminal plea agreement.

Over four decades working for the department, I successfully mediated millions of dollars in back pay and penalties affecting many thousands of employees and employers.  I was always recognized as fair, professional, and thorough in all mediations by both the employer and employee.  I never pre-judged a case, for either the employee or employer, and was always guided by the facts developed and how those facts relate to the labor laws.

As a manager, I devised unprecedented procedures and program plans addressing employers utilizing cash payments to low wage employees to avoid compliance with the FLSA and other laws.  In his last six years, I increased the number of litigation cases in the Long Island District Office, by more than 90%, positively impacting compliance.

My experience, talents, and longevity places me in a unique position to know the law, know what Wage and Hour’s goals are, and how I can best provide assistance based upon this knowledge.

As a Monitor, my prior extensive investigative experience and knowledge, of federal and NY State labor laws, as well as my current experiences, as a Monitor on numerous federal and NY State court order Monitoring assignments, provides me the ability to state, I am highly qualified to successfully administer and enforce both federal (FLSA and H-2A) and NY State Attorney General's Office court ordered monitoring .

As a Mediator, my experience and expertise in labor laws and my proven abilities to bring parties together and affect successful resolutions with difficult labor issues, will benefit both the employer and employee, in a mediation.
